This report documents a national training seminar on community participation in programmes for low-income urban settlements in the Philippines. It focuses on land acquisition, housing finance and income-generating activities and brings together experience from government agencies, non-governmental organizations and resource persons from Bangladesh, Sri Lanka and Thailand. Presentations and field observations examine participatory housing projects, community mortgage arrangements, livelihood finance, self-help construction and institutional cooperation. The seminar concludes that successful settlement programmes require meaningful community involvement from planning through implementation, appropriate government support and integrated livelihood and basic-service components. The annexes reproduce the programme, participant list and the terminal report prepared by the Presidential Commission for the Urban Poor.
