The Regional Action Programme for Sustainable Transport Development in Asia and the Pacific (2022–2026) (hereafter “The RAP (2022-2026)”) serves as the primary technical and normative framework for supporting the development of sustainable transport in Asia and the Pacific. Commissioned in 2026 as the programme approaches its conclusion, this evaluation assesses the RAP’s performance in aligning global mandates with national operational realities. The evaluation serves to inform the 5th session of the Ministerial Conference on Transport (MCT5) on the strategic evolution required for the next programme cycle. The primary purpose of this evaluation is to determine the extent to which the RAP (2022–2026) has met its intergovernmental mandates and supported Member States in achieving the 2030 Agenda. The scope covers the implementation period from 2022 to early 2026, evaluating six core criteria: relevance, impact, effectiveness, efficiency, sustainability, and cross-cutting issues. It specifically examines the Secretariat’s role in supporting member States’ transition to sustainable transport by providing analytical and research work, normative and intergovernmental support to facilitate regional agreements and build the capacity of policy makers and other stakeholders to promote the economic, environmental and social development of the region’s transport systems.
