The Policymaker’s Guide is the final piece in the ‘A Policymaker’s Toolkit for Valuing Unpaid Care and Domestic Work and Investing the Care Economy’ which serves to empower policymakers in driving effective policy implementation for valuing and investing in the care economy. The guide is a strategic toolkit for policymakers, particularly those within the ministries of women and affairs and related governmental departments, to effectively design and implement national consultations focused on the care economy. Tailored to facilitate a comprehensive three-day consultation process, it aims to enhance understanding of the care economy among various stakeholders. The guide provides a structured approach to enable line ministries to identify policy entry points in their priority areas, establish a shared set of principles for addressing care-related challenges and develop a cohesive action plan. The Model Framework for Action Plan on Care Economy (henceforth referred to as MFA), developed through collaboration between the United Nations Economic Commission for Asia and the Pacific (ESCAP) and the Institute of Development Studies (IDS), serves as a valuable resource in guiding policymakers and development practitioners in developing and implementing evidence-led, care-sensitive and gender-transformative policies. This guide offers tools, methodologies and practices to ensure that the consultation leads to concrete commitments and actionable strategies for advancing care policies.
