Technology atlas : an interim report

This interim report presents the conceptual framework, methodology, and objectives of the Technology Atlas project initiated by ESCAP to support technology-based development planning in Asia and the Pacific. It emphasizes that technology is a central driver of economic growth and proposes systematic approaches to assess technological capabilities, gaps, and needs using tools such as Technology Content Added (TCA), technology indicators, and gap/level analysis. The report introduces a comprehensive analytical model based on four components of technology—Technoware, Humanware, Inforware, and Orgaware—and examines their roles in transforming natural resources into economic outputs. It highlights challenges faced by developing countries, including limited technological capacity, dependence on imported technologies, and inadequate measurement systems, while also identifying opportunities such as leapfrogging and technology diffusion. The publication ultimately serves as a decision-support guide for policymakers to integrate technology considerations into development planning and promote regional cooperation
