This independent evaluation, commissioned by ESCAP, assessed the design, implementation, and results of the Development Account project “Digital and transport connectivity for socioeconomic resilience of rural communities during the post-COVID-19 period in Asia-Pacific countries”, implemented from 2022 to 2025. The evaluation aimed to generate lessons to inform future ESCAP initiatives on rural connectivity, particularly regarding the integration of digital (ICT) and transport planning. It examined the project’s contribution to strengthening government capacity, promoting cross-sectoral cooperation, and supporting the development of strategies to enhance rural connectivity and socioeconomic resilience.
