This publication reports on a multinational study designed to develop methodologies for setting family planning targets aligned with demographic goals in Asia-Pacific countries. It introduces the ESCAP Target-Setting System (ETSS), a set of computer-based models used to estimate the demographic impact of contraceptive acceptance and the number of acceptors required to achieve reductions in birth and population growth rates. The study applies these models to eight participating countries to assess the adequacy of existing targets and to refine national family planning strategies. It also emphasizes the importance of data quality, standardized methodologies, and periodic revision of targets based on demographic and programme performance.
