Developing an Indicator Framework for the National Sustainability Action Plan in Brunei Darussalam

The event was convened to advance Brunei Darussalam’s ongoing efforts to operationalize the outcomes of its 2nd Voluntary National Review (VNR) and the national commitments made at the SDG Summit. Following the establishment of three national bodies—the Sustainable Consumption and Production Working Group, the Food System Working Group, and the SDG Transformation Sub‑Committee—Brunei Darussalam began developing action plans that will form the National Sustainability Action Plan 2030. Within this context, ESCAP, through the KECF project, supported the SDG Secretariat of the Prime Minister’s Office (PMO) in facilitating stakeholder engagement and strengthening national capacity to produce integrated monitoring frameworks aligned with Wawasan Brunei 2035, the national development plan, and related blueprints. The event also made use of ESCAP’s Every Policy is Connected (EPiC) tool to consolidate action plans and ensure coherence across monitoring frameworks.

The event specifically aimed to enhance the capacity of members of the SDG Transformation Sub‑Committee and its two working groups in applying the EPiC approach to develop integrated and policy‑coherent monitoring frameworks. It also sought to assist the SDG Secretariat and key ministries in identifying priority issues, defining intended outcomes, and aligning national indicators with domestic policy frameworks and relevant global commitments. In addition, the event played a critical role in fostering cross‑sectoral collaboration by bringing ministries and agencies together to discuss SDG action plan drafts and assess existing data gaps that could affect national monitoring and reporting.

Key activities began with a preparatory meeting held on 12 May with the SDG Secretariat to review logistical and substantive arrangements for the upcoming workshop, including discussions on the process for updating Brunei’s SDG progress dashboard. This was followed by a three‑day national workshop on 13–15 May focused on developing an indicator framework for the National Sustainability Action Plan. The workshop brought together representatives from multiple sectors to jointly examine priority issues, align indicators with national development strategies, and apply the EPiC tool to strengthen coherence and integration across the emerging monitoring framework.
