Objective
To develop a comprehensive indicator framework for the National Plan for Disaster Management (NPDM) 2021-2025 of Bangladesh, fully aligned with policy priorities, and with data needs and target population groups clearly identified.
Topics to be addressed during the workshop:
- Refresher on policy and data integration approach
- Review of the work done so far:
- Coverage of all development dimensions (economic, environment, institutional, and social) by the NPDM 2021-25
- Identification of all priority population groups
- Review national and global/regional indicator frameworks
- Identify the most relevant indicators and adopt under each dimension of the policy issues.
Background
In 2021, ESCAP launched a project on "integrating policy and data to leave no one behind". The project aims to support countries reviewing and developing comprehensive indicator frameworks for policy monitoring, which are well integrated with the four dimensions of development and leave no one behind.
Bangladesh is highly prone to various hazards and is likely to be severely affected by global climate change, which will exacerbate hazard-related adverse impacts. Effective implementation, monitoring, and evaluation of the National Plan for Disaster management (NPDM) of Bangladesh is critical for the government to tackle these issues through policymaking.
The Bangladesh Bureau of Statistics (BBS), with the support from ESCAP, has reviewed the NPDM through different lenses (economic, social, institutional, and environmental) and identified all policy priorities and issues that require actions and subsequently need to be monitored. This hands-on workshop is designed to help relevant stakeholders review and finalize the existing mapping, identify most relevant indicators, and propose final set of indicators and disaggregation requirements for the monitoring and evaluation of the NPDM 2021-25.

Increased capacity of relevant national officials for assuring policy inclusiveness and developing comprehensive indicator framework for the National Policy Disaster Management (NPDM) 2021-2025.
